Court approves RFP for juvenile defense, names evaluation committee and approves out-of-county residential contracts

BRYAN, Texas — At its Aug. 5 session Brazos County commissioners authorized advertising RFP 25-151 for legal representation of juveniles, approved an evaluation committee for that RFP and approved intercounty contracts to place juveniles in secured residential treatment.
Commissioner Watson moved to approve the RFP for legal representation of juveniles, noting a desire to ensure “the best representation possible” for young people who are charged or placed in juvenile court. Watson said that consulting general counsel and issuing an RFP will allow the county to explore options and service models. Commissioner Kondler seconded the motion; the court voted in favor.
The court also approved the evaluation committee for RFP 25-151 (members listed on the agenda and approved by the court). Separately, the court approved agreement 25-085 for post-injunction secured residential treatment of juveniles with Harris County and contract 25-152 with Hays County for secured long-term and short-term residential services.
Why it matters: The RFP for legal representation is intended to identify contractors or providers who will represent juveniles in Brazos County matters. The residential placement agreements establish where detained juveniles may receive secured treatment and are part of post-injunction compliance and capacity arrangements.
Ending: The RFP advertisement, the evaluation committee and the two out-of-county residential service agreements were approved by voice vote on Aug. 5; commissioners recorded no amendments to the contracts at the meeting.
