Board grants conditional-use permit for short-term rental on Echo Meadows Road

The Goochland County Board of Supervisors voted to grant Conditional Use Permit CU-2025-1 to permit an unhosted short-term rental in an accessory building at 207 Echo Meadows Road on a 4.01-acre parcel in District 4. Deputy Administrator Josh Gillespie presented the item and said the accessory garage was built in 2023 and that the septic system was approved to share capacity with the primary dwelling.
Gillespie said the planning commission recommended approval on June 17 by a 4-0 vote, and staff proposed standard conditions for short-term rentals including maximum occupancy limits, life-safety measures, sound and noise provisions, posted boundary signs, residential appearance standards, prohibitions on hunting and firearms by guests, notices and lease requirements, an expiration clause for the CUP, and restrictions on transfers or leases. The permit authorizes short-term rental use only in the accessory structure; the property owners, Mr. and Mrs. Johnson, live in the primary dwelling.
No members of the public testified at the public hearing. A motion to grant the conditional-use permit passed on roll-call vote; the clerk recorded affirmative votes from Supervisor Lyle, Supervisor Spoonhauer, Supervisor Waters and Chair Christie.
The CUP is subject to the conditions presented by staff and standard county enforcement and monitoring mechanisms.
