Albany County approves multiple community subrecipient agreements and small grants

The board approved 1% community partner funding agreements between Albany County and several local organizations — Downtown Clinic, Albany County Fairgrounds, For the Good of Laramie, Laramie High School Snowy Range FFA, Laramie Connections, Science Loves Art, and TELO — as a routine execution of previously distributed 1% agreements.
The commissioners also approved Albany County Recreation Board subrecipient agreements and subrecipient amendments for the fiscal year including awards to Special Olympics of Wyoming (Laramie Stampede), Medicine Bow Nordic Association, Common Outdoor Ground, Pilot Hill Incorporated, Laramie Plains Civic Center, Laramie Rifle Range, and Albany County Public Library. Amounts approved were read into the record for each organization, and motions to approve carried.
The board discussed a separate $17,581.73 subrecipient agreement recommended to Pilot Hill to allocate leftover FY24 rec board funds toward an approved project. Commissioner Jerry and staff noted that exhibit materials that earmark exactly what the money funds (Exhibit A) were not attached to the packet as presented; staff committed to add the prior exhibit documenting the approved project to the agreement record and confirmed the funds must be used for an approved project.
Separately, the board approved an amendment to the Community Services Block Grant (CSBG) fiscal-year 2025 subrecipient agreements adding $1,100 to listed subrecipients (Laramie Interfaith, SAFE Project, Laramie Reproductive Health, Downtown Clinic, and Family Promise of Albany County). Staff explained the additions come from unused CSBG board funds and that the grant ends Sept. 30.
Commissioners moved and approved each agreement and amendment as presented; staff answered clarifying questions about project documentation and committed to attach exhibits to the Pilot Hill agreement.
