Alderman Arnett criticized the per-unit subsidy in the approved deal, saying taxpayers pay “$22,000 per apartment” under the arrangement and expressing concern about affordability and use of public dollars. Lumen Terrace TIF collateral assignment: the resolution approving collateral assignment of TIF (Exhibit 9 7 71) was moved by Alder Davis and seconded; the council recorded a majority vote in favor with at least one no vote from Alderman Arnett. Staff noted the action follows prior approvals tied to the Lumen Terrace financing package. Rock River Ridge Phase 1: the council also accepted improvements through substantial completion for Rock River Ridge Phase 1, a multi-phase development that staff and private partners described as contributing new single-family and multi-family housing, a YMCA campus and other investment. Ben Weymayer and project partners told the council the development has produced homes ahead of schedule and that additional phases will proceed into 2026; Lumen Terrace will begin construction soon after its closing. Outcome and next steps: both resolutions carried. Staff and developers said Lumen Terrace construction will start shortly and that Rock River Ridge will consolidate remaining phases for construction in 2026. Council members asked staff to continue monitoring subsidy levels, the timing of tax increment, and long-term benefits to the tax base.
