Council adopts time‑clock ordinance on first reading; public raises enforcement concerns

The Logansport Common Council voted to pass on first reading an ordinance establishing time‑clock expectations for city employees, formalizing the policy the city intends to use to document hours and payroll.

At the meeting councilors discussed whether to add explicit consequences into the ordinance text or leave disciplinary measures to the personnel handbook and human‑resources process. Staff said the policy already states that failure to comply may result in sanctions up to discharge; councilors noted a point‑system approach had been used effectively in other workplaces. No change to the ordinance text was made at the meeting; the measure passed on first reading.

During public comment, Paul (a resident) said that at a prior committee meeting the city’s HR leader had reported lapses in central controls across several departments and asked what steps the city would take to address noncompliance. The city attorney/staff advised that tort and employment matters are handled through the city’s insurance carrier when claims arise and that the insurance carrier coordinates investigations and legal coverage decisions.

Councilors asked staff to follow up with human resources on enforcement details and to circulate any relevant investigation findings from the insurance company where appropriate. No policy change beyond adoption of the ordinance on first reading was made at the meeting.
