The measure was introduced by Juliana Stowes, the city’s community and economic development director, who said the amendment would “remove conditional and permitted uses from districts aside from the R‑2 and R‑3 districts, the medium and high density residential districts.” She told the council the change is intended to limit duplexes in agricultural, commercial and industrial districts and to require rezoning where a duplex is appropriate and aligned with the City’s plan commission recommendations.
The ordinance is a first reading; the council did not vote to adopt it tonight. City staff said that, if a rezoning is approved for a specific property, staff would pursue any needed amendments to the city’s comprehensive plan so the site is designated for residential use going forward.
The public hearing drew no public testimony for or against the proposal; Council President Paul Mayo declared the hearing closed before the council proceeded with other business. Because this was the ordinance’s first reading, council members did not take a final vote; the ordinance is scheduled to return on a future agenda for a second reading and adoption vote.
The proposed ordinance is identified in the agenda as Ordinance 03‑2025, amending Chapter 17 of the City of Apaca zoning ordinance. The council’s next regular meeting is scheduled for June 19, 2025, when the item may be acted on further.
