Council approves transfer of Lacey Violations Bureau functions to Thurston County; annual cost estimated about $74,000

The Lacey City Council unanimously approved an amendment on Aug. 5 to transfer all administrative duties of the city’s Violations Bureau to Thurston County’s District Court, with a proposed transfer date of Oct. 1, 2025.
Troy Wu, the city’s finance director, briefed the council on the proposed change and the estimated financial impact. “There’s a financial impact. The estimate is $74,000 per year. This is really for the filing of about a thousand files per year,” Wu said, adding the per‑filing fee under the existing agreement remains $77 per file. Wu said the partial‑year cost for October through December 2025 is estimated at about $32,000.
The city manager asked the council to authorize the city manager to enter into amendment number 1 to the interlocal agreement that transfers the Violations Bureau functions to Thurston County. A motion to authorize the city manager to sign the amendment was moved and seconded; the council voted unanimously to approve the transfer.
The action will change the location of administrative functions for filing and related duties to the county; the per‑filing fee and fee structure in the existing agreement were described as unchanged by the amendment. Council discussion at the meeting did not include additional votes or amendments to the fee schedule.
Next steps include finalizing the interlocal agreement signature and implementing the operational transfer on or about Oct. 1, 2025. The council did not record dissent and the motion carried unanimously.
