Sebastian advisory committee approves FY25 third-quarter reports; staff flags pending union, insurance and railroad costs

The Sebastian Budget Review Advisory Committee on July 21 unanimously approved the city’s fiscal year 2025 third-quarter financial report and a related budget amendment report, then discussed several outstanding factors that could affect the final budget before the September public hearings.

The approvals came during a roughly 17-minute meeting at which committee members also heard updates from city staff about a recently adopted TRIM-notice millage rate, ongoing union negotiations, pending property-liability insurance quotes and one-off costs linked to Brightline railroad work in the city.

“[T]he council did approve the budget committee’s recommended millage rate,” Brian, city manager, said when summarizing updates staff expect to fold into the final budget. He told the committee staff would continue to “work from a staffing level to identify any additional areas we can reduce cost.”

Why it matters: the committee’s approvals clear the way for the city to present the third-quarter position to city council and continue preparing for public hearings. But staff repeatedly cautioned that several unresolved items — union contract outcomes, final insurance quotes and certain infrastructure bills — could change projected expenditures before the first public hearing in September.
