Planning staff told the board the parcel is currently vacant and that staff reviewed the annexation under Florida Statute 171 and the city’s code; staff concluded the annexation, future land-use amendment and rezoning met applicable standards and recommended approval. The applicant, Brian Ruiz, identified his address in the record as 2706 Cecil Avenue and was present for the hearing.
Board members characterized the parcel as already surrounded on three sides by city limits and noted the annexation would reduce an existing enclave. Board Member Barnes moved to approve the annexation for the purpose of connecting to city water and sewer; a board member seconded and the motions passed unanimously for the annexation, the future land-use map amendment and the rezoning.
At the hearing staff referenced the statutory annexation criteria under Florida Statute 171 and the city code standards applied to rezoning; staff recommended approval on those bases. No public opposition or additional conditions were recorded at the meeting.
The approvals authorize the city to proceed with annexation and associated map and zoning changes; subsequent service connection, engineering, and permitting will follow city processes.
