The Sioux City Council approved a contract to secure $315,000 from MidAmerican Energy for a supplemental weatherization program intended to be used alongside the city’s housing rehabilitation efforts. The item appeared on the consent agenda and passed unanimously as part of the consent approvals.
Jill Wanderscheid, neighborhood services manager, described the funds as a new partnership that will be combined with the city’s housing rehabilitation program to allow more comprehensive work at previously served homes. “315,000 is a significant amount of money for us,” Wanderscheid said.
Jack Layman, representing MidAmerican Energy, said the funds come from the utility’s residential low‑income program for 2024–2026 and that the Neighborhood Power Up pilot had been run last year in Rock Island, Illinois. He said MidAmerican will work with ClearResult to perform free in‑home energy assessments for customers referred by the city, including installation of LED bulbs and assessments that could lead to larger upgrades such as water‑heating, HVAC, and appliance improvements.
Council members confirmed the MidAmerican funds will be braided with the city’s housing trust fund and Community Development Block Grant (CDBG) dollars to expand improvements. The council did not take separate action beyond approving the contract on the consent agenda.
The program will be administered in partnership with the neighborhood services division; the contract includes budgeting and reporting responsibilities and names ClearResult as the implementation partner for in‑home assessments. No timetable for individual home work was announced beyond the contract covering program years identified by MidAmerican.
