The Historic District Commission on Aug. 5 told the applicant for a proposed infill dwelling at 10 C Street to provide formal floodplain documentation and to return with additional design revisions addressing massing and roof‑walk proportions.
Applicant Ben presented a revised design that reduced a front roof walk from 10 feet to 9 feet wide and cut its depth by roughly 3 feet. He also described changes to window patterns to 6‑over‑6 sashes, enlarged first‑floor windows, and beefed up porch posts. "We reduced it from a 10 foot wide to a 9 foot wide, and then the depth, boy, did I take 4 feet off it," Ben said. He showed inspiration images and said he had enlarged trim and adjusted gable windows.
Commissioners raised concerns about massing and lot fit. "I still feel that this looks kinda shoehorned into the site," Commissioner Abby said. Other commissioners asked for a reduction to the projecting west gable and for the roof‑walk pitch to be lowered. Commissioner Angus and others recommended shortening the west gable, lowering the gable window, and reducing the roof‑walk pitch so it better matches neighboring roofs.
Because the lot is in a floodplain, the commission asked for FEMA certification. "We're in a flood plain ... the First Floor has to be about, you know, 3 and a half feet off the grade to meet that. So, yeah, that is a FEMA issue," an applicant representative said during the hearing. The commission voted to require the applicant return with a FEMA/floodform certification (the applicant said an engineer can provide the required finished‑site survey) and to make additional revisions. The motion to request supplemental information and revisions carried unanimously.
The commission emphasized reducing the scale and simplifying roof elements and suggested specific changes: reduce or reconfigure the projecting west gable, lower several upper windows, consider a narrower roof walk and shallower pitch, and provide a certified finished‑site survey showing flood‑elevation constraints.
Next steps: the applicant will provide the FEMA/flood documentation and revised drawings for further review.
