The Guam Legislature Committee on Rules adopted a resolution in August 2025 honoring the U.S. Coast Guard on its 235th anniversary and commending Coast Guard personnel, reservists, auxiliaries, retirees and their families for service to Guam and the nation.
The resolution, introduced by Speaker Frank F. Bloss Jr. and Senator Joe St. Augustine, cites the Coast Guard's “search and rescue, maritime law enforcement, environmental protection, and national defense” missions and notes the service’s strategic presence through Coast Guard Forces Micronesia, Sector Guam and U.S. Coast Guard Base Guam. The resolution text recorded that the Coast Guard’s presence supports maritime safety and security throughout the Mariana Islands and the Western Pacific region.
Speaker Frank F. Bloss Jr. read the resolution to those gathered and said the measure recognizes recent Coast Guard operations and partnerships on the island. The resolution references a Feb. 18, 2025 Department of Homeland Security response to a congressional inquiry; a plan to increase cutters in Guam from three to six; a May 2025 rescue by the Coast Guard cutter Myrtle Hazard in coordination with Navy helicopter crews; and interagency work with the Drug Enforcement Administration in March 2025.
Captain Jessica S. Wurst, identified in the resolution as a recipient, accepted the proclamation on behalf of Coast Guard personnel. “I’m so honored to accept this proclamation on behalf of all of us coasties here in Guam,” Captain Wurst said, and thanked the Legislature and the people of Guam for support and interagency collaboration with the Guam Fire Department, Guam Police Department, Guam Customs, the Port Authority and other partners.
A senior enlisted leader with the Coast Guard praised local relationships and personnel. “I have never been more impressed with the relationship that we have with the people here of Guam,” the senior enlisted leader said.
The resolution records that representatives from the U.S. Coast Guard, Guam Fire Department, Guam Police Department, Helicopter Sea Combat Squadron 25, Joint Region Marianas dispatch and Naval Hospital Guam emergency medicine attended a quarterly search-and-rescue professionals meeting on Jan. 8, 2025. It also states that the Coast Guard established an illegal/unreported/unregulated (IUU) fishing operations planner position at Coast Guard Forces Micronesia, Sector Guam, and that Coast Guard teams coordinated with the DEA from March 13–23, 2025.
The Committee on Rules’ action states the measure was “duly and regularly adopted” and directs that copies be transmitted to Captain Jessica S. Wurst, Commander Abigail Clark (Commander, U.S. Coast Guard Base Guam) and the Honorable recipient named in the resolution. The ceremony concluded with a photo opportunity and brief remarks.
Discussion: remarks at the ceremony were primarily ceremonial and appreciative; no new policy or budget decisions were taken during the event. Direction: the resolution provides for transmission of certified copies to named Coast Guard leaders and other recipients named in the text. Decision: formal adoption of Resolution No. 60138 COR (as cited in the reading) by the Committee on Rules.
Background: the reading connected the 235th Coast Guard anniversary to Guam’s strategic role in the Pacific, and the speakers noted recent anniversaries the Legislature has marked, including a referenced 75th commemoration of Guam’s Organic Act and an 81-year reference to the island’s liberation.
