Public asks clearer definitions for artist studios, renewable energy and family exemptions in DSR 1

Linda Reynolds, an artist and resident, told commissioners that one paragraph in the draft would classify a private artist studio that uses undraped life models as an "adult entertainment facility," and she asked the county to remove that paragraph. "Life drawing or drawing from an undraped model is the foundational skill of a classical art education. It is no more adult entertainment than the examination of a patient by a physician," Reynolds said, urging the draft be revised to avoid stifling the local arts community.

Reynolds also urged the county to add distinct definitions for personal, agricultural, commercial and utility-scale renewable energy so homeowner-scale net-metered solar and agricultural solar for pumps would not face unnecessary review while commercial or utility-scale installations could be subject to fuller regulation.

Harold Musser asked about family exemptions and suggested the county expand allowance for repeated family transfers; the chair responded that family exemptions are governed by state law and not a matter for county discretion if statutory requirements apply.
