Board posts updated seclusion and restraint rule for 45‑day public review after parent raises transparency concerns

The Laramie County School District No. 1 board voted to place an amended rule on seclusion, restraint, forcible physical contact and corporal punishment on public review for 45 days. The rule, the board said, updates district language to align with Wyoming statute and Department of Education rules.

Patricia McCoy, a public commenter appearing by Zoom, urged clearer public disclosure about who is authorized to use restraints, what certifications staff must hold and which “evidence‑based” training program the district uses. “The policy refers broadly to district employees, but does not specify roles,” McCoy said, asking how parents will know whether trained personnel are available at a child’s school.

Trustees moved to publish the proposed amendment for public comment from Aug. 5 through Sept. 19 on the district website and in the administration building; the motion passed. District staff told trustees the administrative regulations will spell out training components, staffing expectations and other chapter‑42 requirements. Amy (last name in transcript: Kern) told the board that the district has transitioned to CPI’s Nonviolent Crisis Intervention and will roll the training out districtwide over the next two years.

Board members encouraged community members to submit comments during the 45‑day period and said they will review public input before any final adoption. The amendment notice includes online and email comment options and the district provided times and contact information in the motion for the review period.
