Park County commissioners reconvene DSR 1 public hearing, schedule Aug. 19 deliberation

At this time, we'd like to reconvene our county commissioner's meeting for today, the chair said, opening a public hearing on the 2025 Development Standards and Regulations, known in the meeting as DSR 1. The hearing focused on the first round of changes to the county's development regulations, public comment, and next steps in the multi-phase update.
DSR 1, the chair said, is the result of a first round of updates to the county's development standards and "does not propose any changes in the county's official zoning map or zoning district locations or boundaries." The draft before the board primarily addressed formatting and administrative updates, limited definition revisions, alignment with recent statutory changes and appendices cleanup; more substantive changes, including zoning map or district changes, were described as part of a later DSR 2.
Why it matters: Commissioners and residents told the meeting that DSR 1 is part of a multi-step overhaul that many residents find confusing. County officials said the public comment received will be compiled, published and circulated to the board before deliberations, giving commissioners materials to review ahead of the next meeting.
The meeting included a number of public comments on definitions, referral powers, appeals evidence and notification procedures. After public comment, the board voted to close the hearing and scheduled a deliberation session for 1:15 p.m. Aug. 19 in the commissioners' room. The chair said staff will provide a spreadsheet with online and in-person comments to the commissioners "by the end of the week," and the materials will be posted on the Engage Park County site when ready.
On consultant costs and timing, the chair said the earlier land use plan contract cost about $333,000 and the present consulting work on the DSR process is "a little over $313,000." The chair said DSR 2 will proceed later and is expected to take several months; staff estimated DSR 2 could be close to finished in roughly eight to 10 months.
Procedural notes: The chair reminded attendees of the two-minute public comment limit and the county clerk's recording procedures. The chair said staff provided postcard, newspaper and email notifications and that the county met statutory requirements for rule-change notice.
The board closed the public hearing after motions from unnamed commissioners; the motion to close was moved, seconded and carried with an affirmative vote. Later, a motion to adjourn was also moved, seconded and approved.
Less critical details: County staff said roughly 550 views and 131 comments had been logged on the online engagement platform related to the DSR material, and that about 40% of comments received so far relate to the later DSR 2 phase rather than the current DSR 1 draft.
