Commissioners told streets, parking and sidewalk code updates will follow engineering design standards rewrite

Lake Stevens planning staff told the Planning Commission on Aug. 4 that the city will bring a series of streets, parking and sidewalk code amendments later this year that will be coordinated with a concurrent update to the city's Engineering Design Standards (EDS).
"You'll be seeing the methodology, our actual worksheets that we provide developers that they actually have to do the formula for mitigation fees and impacts for trips to the city. You'll be seeing that here early September," Planning Manager Christy Schmidt said.
Schmidt and Planning Director Russ Wright said the public-works department is revising the EDS chapters and that staff are trying to run the municipal-code updates concurrently so the code references and construction standards align. Staff have released a draft of the first EDS chapter (chapter 1) and expect multiple EDS chapters to follow.
Commissioners asked where to find the draft standards online and whether bicycle facilities would be covered. Staff said the standards are posted on the Public Works page and that a "notify me" subscription is available; Schmidt confirmed that bike paths are included in the updates.
Next steps: staff will present the traffic methodology and developer worksheets in early September, then follow with a redlined chapter and a work session for streets, parking and sidewalks in October after the EDS revisions are more fully developed.
