Parole granted for Sean Small; board requires Parole Project placement and GED completion

The Louisiana Committee on Parole granted parole to Sean Small (DLC O080425) on Aug. 5, 2025, directing that he first enter the Louisiana Parole Project. The board cited Small’s institutional record, apparent remorse and stable work history in inmate assignments, but conditioned the grant on completing his GED and following Parole Project requirements for a minimum transition period.

Why it matters: The decision sends Small to a structured reentry program that offers housing, mentoring and employment assistance after 25 years of incarceration; the board emphasized education and supervised reentry as safeguards.

Small told the panel he was remorseful for the crime committed in 2000, described programming he had completed and said he intended to obtain a commercial driver’s license and work in trucking upon release. Warden testimony described a largely clean disciplinary record since 2014 and long-term assignment in the facility’s business/shop area. Representatives from the Louisiana Parole Project told the board they would provide transitional housing, case management and job and financial services. Family members and community partners testified in support; two victims and survivors also spoke and expressed concerns.

After questions, panel members first noted the seriousness of the offense and victim impact but said Small showed remorse, sustained institutional programming and stable work history. The board voted to grant parole and require placement in the Parole Project. Several members also urged completion of Small’s GED; one set a condition of no less than nine months in the Parole Project.
