The Park County commissioners approved the final plat and subdivision improvements agreement for 561 Minor Subdivision (MS‑90), a four‑lot division of an 11.87‑acre parcel north of Powell. Planning staff reported one lot contains an existing residence and septic; the other three lots are irrigated farmland. The subdivision lies within one mile of Powell city limits, so municipal review was required and the City of Powell had no objections.
Staff said required materials were submitted except for an executed water service agreement with Northwest Rural Water District (NRWD); condition 2 of the recommendation requires evidence of an executed NRWD water service agreement prior to recording the subdivision improvements agreement and commencement of improvements. Other conditions mirror county practice: recording timing (18 months to record, one six‑month extension for good cause), completion and verification of improvements before final mylar plat signature, and compliance with Park County development regulations and Wyoming Statute 18‑5‑306.
Commissioners moved and seconded approval of the subdivision improvements agreement and the final plat with staff recommendations; both motions passed without opposition. Planning staff will withhold recording until the applicant provides the NRWD water service agreement or an alternate water plan (wells or cisterns) as specified in the staff conditions.
