Edwards told the board the program is administered by the Wyoming Department of Transportation (YDOT) using federal funds tied to clean‑air objectives; as a result, state or local procurement preferences do not apply. The CMAQ program reimburses 80% of allowable costs; Edwards confirmed the county budget contains the local match needed for this contract.
The work covers 18.7 miles of gravel roads (including segments around Wood River Road to the Hoodoo and roads in the Powell area) and will use mag chloride as the dust suppressant. County staff said the treatment both reduces dust and extends life of gravel-surfaced roads by improving cohesion and reducing grading frequency.
Commissioners asked whether the county must complete the full 18.7 miles given budgeted match amounts; Edwards said the county had previously allocated additional local funds for mag chloride in prior years and that the department could reduce mileage if the board preferred. Commissioners approved awarding the contract to Dustbusters without amendment.
No vote counts beyond a unanimous approval were recorded in the discussion; county staff said all required bidder documentation was present and met YDOT standards.
