Alton CIP committee sets August and September meetings, plans Oct. 21 Planning Board presentation

Aug. 4, 2025 — The Town of Alton Capital Improvement Program Committee set a series of follow-up meetings to meet department heads, gather clarifications on warrant-article changes and finalize the 2025–2030 CIP plan.
Committee members agreed to hold meetings on Aug. 11 and Aug. 18 to sit with major department heads (police, parks and recreation, building/assessing and highway/DPW) for detailed review. The committee set Sept. 15 as the next full committee meeting to advance and finalize recommendations. The committee also scheduled a presentation to the Planning Board on Oct. 21, 2025 and identified Oct. 7 as a possible finalization date if more time is needed.
Members asked staff to invite specific department heads already identified as having submitted materials, including police, parks and recreation, assessing and building, and to reach out to the highway and fire departments to determine readiness to attend and to clarify any outstanding warrant-article items. The committee emphasized the need for department heads to bring documentation and justifications for any new or changed warrant requests so the committee can reconcile differences between its recommendations and the approved warrant amounts.
The committee directed staff to circulate meeting dates, confirm department attendance, and prepare an annotated CIP that highlights committee recommendations vs. approved warrant amounts before the Aug. 11 meeting.
