Staff said the city had discussed the program twice with ITRRB and that a municipal application would request funds to reduce I/I at private properties in order to reduce sewer flows into the public system. Councilor Paulson urged delaying any ordinance amendments tied to I/I requirements until the grant program and its funding mechanism were finalized; councilors agreed the program and ordinance should be considered together but that the grant work should proceed first so that any compliance measures have associated financial assistance.
Councilor Johnson moved that staff continue work on the grant‑program guidelines and pursue the next steps; the motion passed by voice vote. Staff will prepare an application and bring the program parameters back for council approval before any ordinance enforcement deadlines are set.
