Norfolk County transfers ARPA funds to cover Dedham court building-management change order and a weights-and-measures pickup

Norfolk County commissioners on June 18 approved two transfers totaling $65,000 to cover cost overruns on a Dedham District Court building management system and to buy a pickup truck for the county’s weights and measures program. County Director Cronin told the commissioners the county had received the return of more than $70,000 from the Norfolk County financial literacy program and asked permission to move $30,000 to cover change order No. 2 on the Dedham District Court building management system and $35,000 to buy a previously approved pickup truck for the weights and measures program. “This change order fulfills both change orders and brings us in compliance with the ability to pay for services against that total project cost,” Cronin said. The commissioners voted, by roll call, to approve both transfers. Commissioner Collins moved the first transfer as read by the director; the motion passed on a 3–0 roll-call vote. The second transfer was moved and approved by the same vote. Cronin said the Dedham District Court building management system contractor, ABS, had raised the total project cost above the board’s previously approved $800,000 limit and that the change orders bring the project to a total of $841,935. “Our hope is that within a month, the system will be commissioned and underway for use in Dedham District Court,” Cronin said. He said most of the project cost is funded by ARPA and that a small facilities surplus was used to cover the remainder. Cronin also reported on county IT preparedness and facilities work. He said the county’s IT department recently ran a tabletop exercise on incident response that an outside vendor facilitated, aimed at strengthening the county’s plan for cyber incidents such as phishing and ransomware. “It was a very good exercise,” Cronin said, adding that the county expects improvements to its incident response plan. Separately, Cronin updated the commissioners on a new disaster-recovery room and high-density storage installation in the Betty Duquette Building. He said facility staff finished painting and the IT director, Sam Evans, had begun moving equipment into the space; a vendor expects to install the high-density storage system the week of July 7. On procurement for the weights and measures truck, Cronin said staff will solicit written quotes from state-contract vendors because the purchase value exceeds $25,000; he said formal public bidding was not required because the expected purchase is below the county’s $50,000 threshold for sealed bids. No additional action was requested or taken on the IT exercise or disaster-recovery move beyond the status updates and scheduling information provided by Cronin. Ending: The transfers and status reports complete the county’s immediate requests; the commissioners approved the ARPA reallocations and were invited to inspect the disaster-recovery room once installation is complete.
