Committee backs purchase authorization for 2024 Chevrolet Silverado 6,500 dump truck, waiving bid requirement

The Administration Finance Committee on Aug. 4 voted to recommend approval of Resolution 51 R 25, authorizing the village administrator to enter a purchase agreement for a 2024 Chevrolet Silverado 6,500 class 6 dump truck not to exceed $101,492. The committee forwarded the resolution to the village board with a positive recommendation to enable staff to secure the purchase in a timely manner.

Mitch Holden, the public works director, told the committee the truck is part of the village's vehicle and equipment replacement rotation plan that began in 2022 and that this fiscal year's equipment additions include a dump truck with snow plow, a wood chipper, and a track skid steer. Holden said the larger Class 6 body would allow maintenance crews to salt routes in-house and haul larger quantities of branches, debris and aggregates in summer months.

Holden said staff researched 2024 and 2025 Class 6 dump trucks and decided adding a snow-plow package and lighting after initial purchase is the preferred approach. He also noted, "this purchase is above the state purchasing allowance of $25,000. Therefore, a majority of the board will be required to waive formal bidding." The staff recommendation identified Coughlin Chevrolet of Pataskala as the vendor and set a not-to-exceed price of $101,492.

What the action does and does not do: The committee's vote recommends that the village board waive formal bidding and authorize the purchase; final contracting and expenditure require board approval. The staff report tied the purchase to budgeted funds in the fiscal year 2026 budget and said the process mirrors prior purchases such as a 2023 Chevy Silverado bought under the same method.
