Council approves RITA subpoena fee, appoints city delegate

Committee and staff members also described the city's existing relationship with RITA: RITA withholds 6.75% of collections and provides an end-of-year rebate (presenters said the city receives a 50% rebate at year end).
Supporters said the subpoena fee is a modest administrative charge intended to offset a small portion of collection expenses. Opponents raised procedural questions; Council Member Underwood asked for confirmation that the $1 charge was in addition to current administrative costs, which staff confirmed.
Action: Ordinance 4-2025 was adopted on third reading by roll call with a 6–0 vote and one abstention. The ordinance names the city delegate to RITA (the ordinance text names the appointee) and authorizes RITA to withhold the specified fee for administrative subpoenas. The council did not rescind or alter the city's existing withholding agreement with RITA at the meeting.
