Highway seeks $3.0M match for Clinton Road phase; community crossings capped at $1M

Highway staff said the county will need roughly a $3,000,000 match in the 2026 budget to complete the first phase of Clinton Road (Park Avenue to Hasselburger) including right-of-way closeout and signal work; the engineer said about eight parcels remain to be acquired and one condemnation is in process. The presentation noted that a previously held special fund from the Canal Road project contains about $1.2 million that can be reallocated and will offset some of the Clinton Road cash requirement.
The engineer said Community Crossings state funding will be capped at $1 million annually moving forward and that the fall (October) call will be the single annual cycle for those funds going forward. Highway staff proposed $500,000 for recreational-trail projects (trail connections and design), $500,000 for roadway projects, $500,000 for bridge/pipe rehab and a $250,000 local road projects placeholder for national-road improvements (intersection work at Thorpe & National and realignment of Darwin/Toad Hop). The Thorpe/National work would include additional lanes and a signal, and the Darwin realignment would correct a skewed approach to reduce crash potential.
The engineer said the county will continue to monitor fuel-tax and wheel-tax revenues (NVH/local fuel distributions) and adjust future budgets to maintain a healthy cash balance; he supplied a cash-flow projection showing a modest reduction in fund balances if requested projects are approved.
