Casa Grande council approves personnel policy amendments to comply with state law, adds Veterans Day

The Casa Grande City Council approved a resolution at its August 2025 meeting to amend the city's personnel policy to comply with recent state law changes and to add Veterans Day to the list of paid city holidays. The changes matter because they alter how promoted employees are treated during probation and add an 11th city holiday, addressing a scheduling conflict between city holidays and the state court calendar. Staff introduced a package of mostly housekeeping changes and two substantive items: promotional probation and an added holiday. "We're asking this evening for your approval on a small set of personnel policy amendments," said Scott, a staff member who presented the package. Scott said the changes make the personnel policy consistent with state law and clarify application across all city employees. Mister Barber explained the principal legal driver. He said a recent legislative change prevents termination of a police officer who is promoted but later deemed unsuccessful in the new role; the proposed policy edits remove language that reverted promoted employees to "unclassified" or at-will status. "...the legislature again decided that they know best for how you all should manage your employees," Barber said, summarizing the change and the city's choice to make the revisions apply to all employees rather than single out public safety staff. Council member Huddleston asked about operational impacts if a promoted employee cannot be returned immediately to their prior role, asking whether departments would be responsible for creating an opening for that employee. A staff member (Larry) replied that responses would be handled case by case, noting that departments sometimes overstaff or reassign duties to avoid losing valued employees. The council also approved adding Veterans Day as a city holiday, bringing the total to 11 observed holidays. Council members confirmed that the city will retain the day-after-Thanksgiving holiday in addition to Veterans Day; staff said the change removes a periodic conflict between the city's holiday schedule and the state court calendar. The council approved the resolution by roll-call vote. Roll call recorded unanimous support from the council members who voted: Council member Romo, Council member Dugan, Council member B. Dillon, Council member Edwards, Council member Huddleston, Mayor Pro Tem Herrmann and Mayor Fitzgibbons. The motion passed and the resolution was recorded as approved in the meeting minutes.
