Health committee approves higher salary authority for nursing home hire; IDPH clears wing for temporary occupancy

The McLean County Health Committee approved a motion to authorize the county nursing home administrator to offer a salary above the amount identified in section 5.a.3 of the 2025 compensation plan for a specified hire, and received updates on staffing classifications and facility occupancy. Member Tompkins moved the item; Member Farley seconded. The committee approved the motion by voice vote; the verbal vote was recorded as "Aye" and the chair declared the motion passed. Nursing home administrator Mr. Wylie told the committee the administration is also requesting reclassification of several nurse management positions so those leaders have designated pay grades distinct from floor nurse FTEs and to preserve pay differentials with assistant directors of nursing. Wylie said the request is intended to formalize leadership classifications rather than rely on floor nurse FTEs to staff management roles. Wylie reported that the Illinois Department of Public Health (IDPH) emailed notification clearing the facility for temporary occupancy of the wing completed in phase 1. He said staff hope to clear the 300 wing within about a week from the meeting so phase 2 construction can proceed. Wylie noted the normal allotment for IDPH temporary-occupancy clearance is 45 days but that the clearance arrived sooner than expected. On finances, Wylie told the committee the facility had reduced census at times to make room for construction and that market conditions had contributed to lower-than-desired occupancy; staff are monitoring expenses and expect occupancy to increase. He also said the facility is initiating work with its electronic health record and financial software company to address accounts receivable aging and improve billing performance. Committee members asked clarifying questions; no closed session was held on the item. The committee recorded no additional formal actions on reclassification or contract initiation at this meeting beyond authorizing the salary offer.
