The parcels remain zoned CF, an early county commercial designation that the applicant said is no longer used and that the county expects to convert where appropriate; Bentley said his proposal subdivides the land into seven lots and transitions zoning to RA‑4 cluster residential to reflect the surrounding mix between R‑20 and RM‑12.
Agency conditions: DOT staff said no curb‑and‑gutter improvements would be required provided the applicant limits disturbance to the site plan (the two new lots only); stormwater staff said only the two new lots would need localized stormwater controls and were otherwise comfortable with the approach; the fire marshal asked for a modest turnaround/improvement near the site’s access and asked the applicant to include residential sprinklers for the two new homes; water and sewer staff reported sufficient capacity.
Commission action: Commissioner Anderson moved to recommend approval subject to the site plan dated 06/04/2025, adherence to site‑plan review comments, DOT, fire, stormwater and water/sewer comments, and agreed conditions from the applicant (letter dated 06/26/2025); the motion passed 5‑0 and the item was placed on the consent recommendation to the Board of Commissioners.
Next steps: Planning‑level approval is a recommendation to the Board of Commissioners; DOT and development‑inspection requirements (turnaround, any road widening tied to additional disturbance) will be addressed during site‑plan review.
