Council annexes 207-acre Prairie Hollow tract, delays effective date 60 days for electric service transition

The Sedalia City Council on July 21 approved annexation of an approximately 207-acre tract known as Prairie Hollow Development, to be zoned C-3 commercial and added to Ward 4, with a 60-day delayed effective date to allow Central Missouri Electric Cooperative time to secure necessary authorizations to continue retail electric service. The annexation matters because it brings a large contiguous parcel into city limits, sets its initial zoning to commercial and affects which utility provider will serve the property during the transition period. Community Development Chairwoman Foster said the city entered into an irrevocable utility services agreement with Prairie Hollow Development LLC on Aug. 1, 2022, and that a verified petition for annexation was filed June 16, 2025. A public hearing was held July 7, 2025; Foster reported that proper notice was published in the Sedalia Democrat and that no objections were received. “The approximately 207 acre tract is contiguous to the existing corporate limits and will be zoned c 3 commercial upon annexation,” Foster said. She added that all municipal services will be provided consistent with city policy. At the ownerrequest, the ordinance specifies a 60-day delay before the annexation takes effect so Central Missouri Electric Cooperative can obtain necessary authorizations to continue retail electric service. On final passage of Bill No. 2025-131 the roll call showed seven yes votes and one abstention (Scribner cited a work conflict). The ordinance passed and staff recommended implementation consistent with city policies for service provision. Council members did not amend the ordinance at final passage and there was no additional council direction recorded at the meeting.
