Saint Albans council refers front‑yard playground and vehicle‑storage rules to Planning & Zoning

The Saint Albans City Council voted to refer two separate proposed changes to the zoning code to the Planning & Zoning (P&Z) committee for further review: one to reconsider the prohibition on anchored playground equipment in front yards and another to examine rules and setbacks for boats, campers and other trailers parked in front yards.

Council members said the items were sent to P&Z for committee study rather than final action by the council. Regarding playground equipment, council members noted existing ordinances prohibit anchored playground structures in front yards and asked P&Z to evaluate whether the ordinance should be amended. The motion to refer that item to P&Z carried.

On the related item about boats and other trailers, Councilman Knight (on the phone) and others said P&Z should evaluate the current frontage and setback requirements and consider whether the rules should change to address visibility and safety concerns when vehicles or trailers are parked close to the roadway or in front yards. Councilmember Bill made a motion to refer the boats/trailers item to P&Z; the motion carried.

Speakers and council members emphasized the referrals were for study only and not final changes to the city code; P&Z may recommend changes after review. Council members asked P&Z to consider setbacks that address visibility from traffic and front porches and whether improved or paved areas should factor into any new requirements.
