The City Council voted Aug. 4 to approve a guaranteed maximum price of $2,348,388 for the meter building conversion project and separately approved a budget of $807,020 for remaining project work, including integrated life-safety and security systems, furniture and fixtures, and a 15% contingency.
City project manager (Mr. Flores) said the project is the first phase of a longer space-needs effort to relocate the meter shop into the southeast corner of an O&M facility and then remodel the space vacated by the meter shop. Staff described a two-phase plan: phase one builds out the meter shop space and adjusts the canopy where Beaches Energy vehicles are parked; phase two remodels the vacated shop area.
Flores told the council the city plans to piggyback three competitively awarded agreements: a construction manager-at-risk (CMAR) agreement using the St. Johns County School Board master agreement with Alden White Constructors (for construction), an integrated life-safety/security piggyback with Siemens, and furniture/fixtures through Florida DMS (Steelcase products). He estimated an overall project duration of about 10 to 11 months and expected construction to begin promptly after approvals.
Council approved the GMP motion and the separate budget motion; roll call votes were unanimous for both motions. The council also approved a motion authorizing the mayor and city manager to execute agreements within the scope of the CMAR delivery method.
The staff presentation referenced the recent budget tour as informing the council’s understanding of site constraints. City staff said representatives from the selected piggyback vendors were present to answer questions. No appeals or public objections were heard during the meeting on the item.
