Finance committee adopts readability changes to financial policy, moves detailed tables to addendum

The motion, made by committee member Miss Goot, directed that tables containing actual dollar amounts be deleted from the policy and replaced with a footer on pages that previously contained tables linking readers to an addendum. The footer language will state that calculations from the most recent five years are included in Addendum 1 to the policy. The motion also removed references to the county's "revenue regulations." The committee approved the motion by voice vote.
Committee members discussed presentation and formatting changes intended to make the policy easier to use. Committee member Lyle said the goal was to replace dense, legalistic phrasing with simpler declarative language and to include explicit numeric examples in the addendum so reviewers can see how calculations work. A member noted that historical numbers in the addendum would be updated annually after audited financials are available.
Committee members clarified that any changes recommended by the committee would ultimately be reviewed by the full Board of Supervisors at a future meeting; the chair confirmed the committee's actions are subject to board review. The committee did not formalize a final document at this meeting beyond adopting the change in principle and the procedural language in the motion; staff will present the revised policy and addendum to the full board for formal adoption.
The committee adjourned to its next scheduled meeting on Dec. 2, 2025, time to be determined.
