Council approves $55,920 document-management purchase from Upland Software

Joel Taylor, the city’s chief information officer, told the council Aug. 4 that the city’s legacy reporting software (installed in 2003) had been discontinued by the vendor in 2019 and that continued support ended last year. Taylor said the city needs an upgrade to maintain approximately 241 operational reports and to integrate with the city’s document-management system.
Taylor recommended the council approve a sole-source purchase from Upland Software Inc. for $55,920 to restore reporting and integrate with the city’s FileBound document-management system. He provided a cost breakdown in the staff presentation: a $15,000, three-year license component; approximately $3,000 per year in support over three years; and $31,920 in one-time implementation and professional services.
Council approved the purchase and then approved a delegation authorizing the city manager to sign Upland Software quote Q-317487 and the associated statement of work. No council member opposed the motions.
Taylor said the decision had been delayed while the city determined an enterprise-resource-planning (ERP) direction; staff told the council this purchase integrates with the city’s ongoing CentralSquare upgrade and the previously purchased FileBound project (July 2024).
No competing vendor quotes or protests were recorded in the meeting; the purchase was presented and adopted as a sole-source procurement under the existing master service agreement for the city’s FileBound effort.
