Wayne County commissioners unanimously approved a grant funding agreement on Aug. 5 with the Wayne County Public Library Foundation to formalize how foundation donations to the county library are requested, received and documented.
Under the agreement the library will submit project proposals to the foundation with itemized budgets and brief summaries; the foundation board will consider each request and, if approved, issue funds to the county for the specified project. The county agreed to supply financial documentation showing how grant funds were spent and to return any unused funds to the foundation.
Staff noted one administrative item: the foundation’s Square point‑of‑sale account will be transferred to foundation control so donations appear clearly as foundation gifts and not as county receipts. Commissioners approved the agreement and asked staff to finalize procedural details.
The board recorded the approval without dissent.
