Wayne County to continue building and fire inspections for Mount Olive under new agreement

Wayne County commissioners approved an agreement on Aug. 5 to continue providing building and fire inspection services for the Town of Mount Olive while the town builds local inspection capacity.
County staff said Mount Olive, which approved the agreement at its town meeting, plans to hire a level‑1 inspector to handle routine residential inspections. Under the agreement the town will certify zoning and planning determinations; the county will perform level‑2 and level‑3 building inspections (generally larger or multi‑story structures) and provide annual fire inspections for facilities such as day cares, nursing homes and foster homes. The county will bill Mount Olive an hourly rate that also includes drive time.
The agreement is indefinite but contains a termination provision allowing either party to end services with advance notice if the county loses capacity. Staff said the arrangement mirrors contracts the county has with other municipalities including Pikeville and provides continuity while Mount Olive transitions responsibilities in‑house.
Commissioners asked clarifying questions about drive‑time reimbursement and whether the county would handle planning determinations (it will not). The board approved the agreement as presented.
