Highway department previews transfer-station upgrades, sanitation truck purchase and possible sticker fee increase

Highway staff briefed DuBois County commissioners Aug. 4 on sanitation and transfer-station needs, including plans to buy sites for long-term stability of disposal operations and a proposal to increase transfer-station sticker fees.
Staff said the county plans to purchase one or more transfer-station sites to avoid loss of access when private site owners sell property; staff noted appraisals, public notices and acquisition procedures would be necessary and that longer leases (five to 10 years) are also an option. The department asked commissioners to consider increasing the annual sticker price from $1.50 to $2.00 and asked for direction to return with a five-year plan at the next meeting.
Equipment and site improvements: Highway staff reported a planned purchase next year of a sanitation truck (about $275,000) and said site improvements at the DuBois and Holland transfer locations are needed, including chain-link fencing, large-item dumpsters and concrete pads under dumpsters to prevent erosion and reduce water pooling.
Other highway items: A temporary closure was announced for Hickard Road beginning Aug. 6 for a bridge replacement expected to last roughly 2.5' 3 weeks; Club Road reopening was expected the following evening. Staff also discussed Johnson grass (invasive species) and said they will seek help from the invasive-species awareness coalition (ISAC) for outreach and enforcement support.
Board direction: Commissioners asked staff to return at the next meeting with the sanitation department's five-year plan and any proposed sticker-fee ordinance or resolution for board action; no immediate fee change was enacted Aug. 4.
Ending: Staff will present purchase and fee materials and allow public feedback at the next meeting before any sticker fee change.
