The Rosemount City Council on Aug. 4, 2025, adopted a resolution approving the vacation of portions of a recorded drainage and utility easement in the Autumn Terrace subdivision.
City planning staff reported the Autumn Terrace subdivision — a 2.19‑acre development of twelve twin‑home lots approved in September 2022 — originally included a drainage and utility easement between Lots 8, 9 and 13 to accommodate planned infrastructure. Staff said the utility infrastructure was subsequently rerouted to the east of the property, leaving the easement unnecessary. After a public hearing with no speakers, the council adopted the vacation resolution.
The council’s action vacates the easement as recorded on the subdivision plat; staff said the change follows normal practice when utility routing changes during development and would allow the owner/developer to proceed with building as platted while maintaining required utility and stormwater facilities elsewhere on the site.
