Board adopts local hearing guidelines; counsel: portal upload may not satisfy evidence exchange

The Value Adjustment Board unanimously approved a resolution establishing local hearing guidelines on June 10 and answered a guest question about electronic evidence exchange.
Before the vote, guests Carl Anderson and Bob Webster asked whether uploading evidence to the VAB portal would satisfy petitioners’ obligation to exchange evidence with the property appraiser. Carl Anderson described the county’s existing petitioner letter and evidence exchange practice and asked whether the portal could streamline the process.
Mister Thalwitzer, legal counsel, said the proposed local procedure is intended to comply with the new legislation but “I would view it more as a supplement to the rules. It can't negate or overrule any of the rules.” He recommended that petitioners remain obligated to provide evidence directly to the property appraiser in addition to any portal upload.
After clarifying questions, the board moved to approve the local hearing guidelines by unanimous vote.
