The Rosemount City Council held a public hearing Aug. 4, 2025, on an application for an off‑sale 3.2% malt liquor license for Kwik Trip’s new store at 1030 Upper 140 Fourth Street West. Miss Osbinder (city staff) said the city and police department found no reason to deny the application.
No members of the public spoke during the hearing. Councilmember Tyson moved to recommend approval; Esler seconded the motion. The council passed the motion in a roll call vote. Osbinder said the city would forward the approved application to the Minnesota Alcohol and Gambling Enforcement Division for final review and issuance of the state license. The license, if issued, would be consistent with the city’s licensing cycle and expire on June 30, 2026, to align with other similar licenses.
