Bruceville‑Eddy — A vendor that specializes in water storage tanks gave a detailed inspection and recommended a multi‑year rehabilitation and maintenance plan for the city’s water tanks on Aug. 4, telling the council the most urgent work will restore structural coating, remove sediment and correct vent and hatch deficiencies.
Roxanna Bagwell of Maguire, the firm that inspected the tanks, said the company performed hands‑on inspections at multiple tank sites and recommended a rolling program that would prioritize the most deteriorated tanks while spreading cost over time. “When I look at tanks, I am not only looking for TCEQ compliance, I'm looking for structural integrity. I'm looking at safety and I'm looking at sanitary issues on every single tank,” Bagwell told the council during her presentation.
What Bagwell proposed
- A first‑year package (year‑one estimate given to council) of about $238,000 to address high‑priority coatings, washouts and structural repairs on several tanks, with a 10‑year program to stagger work and maintenance costs. - Regular washouts and chemical cleaning on a three‑year cycle to remove sediment and biofilm that hold bacteria, which the vendor said is an AWWA best practice to extend coating life and reduce contamination risk. - Replacement or repair of delaminating roof beams and wind rods, upgraded vents (frost‑free, TCEQ‑compliant vents recommended), new roof hatches and interior ladder repairs on specific tanks described in the inspection slides.
Bagwell said the company can provide engineering specifications and that a financing option can be structured to spread payments so the city avoids new debt. “Our plan takes care of that for you,” she said, describing the package as a way to bring the tanks into TCEQ compliance and to create annual inspection records for city staff.
City water staff response
Gene Sprout and other water department staff described prior vacuum‑style sediment removal efforts and welcomed a more comprehensive approach. Administrators said the proposed quick‑connect electrical upgrades and rolling generator purchases are included elsewhere in the draft budget for preparedness at well sites.
Why it matters
City officials are juggling reservoir funds, the sewer project and other capital needs; water storage tanks are critical to safe distribution and compliance with Texas Commission on Environmental Quality (TCEQ) rules. Bagwell’s plan focuses first on tanks showing interior sediment and delamination and on vents/hatches that could allow contamination.

Council asked staff to consider the vendor’s 10‑year plan, compare procurement options and return recommended scope, firm pricing and financing terms for council approval. The vendor said the plan includes annual photography and inspection documentation that the water department would receive.
