Commission approves backyard generator and fence adjustment after debate over when generators need review

The commission approved an application from David Tanya Moss to install a generator behind a residence and to extend an existing fence to enlarge a backyard courtyard. The applicant and staff provided photographs and an aerial to show the generator location and screening, and commissioners voted to approve the project.

The applicant said the generator would be sited at the rear of the property, hidden from Pine Street and largely screened by existing trees and a brick wall added by a neighboring property. "It's not in the view of any it's not even in view of public view. It's it's pretty hidden," the applicant said. The applicant also said plantings could be added if visibility is a concern.

Several commissioners questioned whether visible generators should require commission review at all and raised precedent concerns. "I don't really understand why this requires our approval ... I don't wanna send a message that ... you have to come get our approval," one commissioner said. Staff replied that a prior case required generator approvals and therefore this application was presented; staff suggested an administrative process for small or fully screened units not visible from the street.

Commissioners agreed to approve the application on a motion from Miss Robinson, seconded by Mr. Donahoe. The motion passed on a voice vote. The application also included a proposal to move and extend the existing fence on both sides of a small courtyard; staff and the applicant said the extension is on private property and intended to match the existing fence. The commission did not adopt a change to its process at the meeting but discussed thresholds for when administrative review could apply.
