Board staff recommend revisions to policies on screening, attendance, fingerprinting and libraries

Supervisor of Government Affairs Chris Parenteau summarized a multi‑item policy revision package covering personnel screening, attendance, duties for substitutes and paraprofessionals, salary schedule language, leave rules and a previously discussed library/media policy.
Parenteau said the district has about 340 policies and that the review cycle surfaced numerous cross‑references that needed alignment. “This policy review cycle that we have implemented over the last year has really been official to us throughout this entire process as we're making changes,” Parenteau told the board, noting more than 70 policy changes approved in the previous year and 17 items from the recent legislative session now under review.
What changed: highlights include adding the new fingerprinting/ACA Clearinghouse process and related rescreening language across contractor and staff screening policies; clarifying reporting requirements for arrests; replacing the term “teacher” with “instructional personnel” in salary schedules; aligning substitute and paraprofessional fingerprinting and ADA‑accommodation language; revising the annual vacation leave policy to match the latest collective bargaining agreement; and restructuring an audits policy to clarify when audit results are informational versus requiring board action.
Library/media policy: Parenteau said library media revisions previously presented at an April workshop were unintentionally omitted from a subsequent agenda; the district is reintroducing them for the board’s August 19 advertised meeting and included clarifying language on training requirements, public comment time limits for review committees and lost/damaged materials fees.
Why it matters: the package updates the district’s procedures to reflect state and administrative changes and to reduce duplicative or unclear language. Board members asked for the source of an audit‑presentation recommendation; Parenteau said the change was made at the request of the district auditor.
Next steps: staff will advertise the revised policies for the August 19 regular meeting and return for board action consistent with public‑notice requirements.
