The Planning Commission on Aug. 4 approved a construction plan for the Stelling Residential Planned Development on about 31.51 acres at 4570 Billy Mayer Road that will be subdivided into 94 single‑family lots.
Director Taylor told commissioners that the application seeks approval of infrastructure improvements including an erosion-control plan, sanitary sewer plan, grading and drainage plans, water plan, tree plan and street plans for Billy Mayer Road, Stelling Ridge Lane, Columbia View Lane, Farley View Lane, Howard Spring Drive and Stelling Valley Lane. Taylor said staff has reviewed the application and recommended approval with the conditions listed in the staff report.
David Bray, the applicant, said he agreed to staff's conditions and noted an outstanding condition related to a greenbelt buffer. “We are. And there is a condition in there about working out the area, if I can read the line. 20, in the area of 20, because of the proximity to the Green Belt. John came to the office the other day and, I think we've reached an agreement on that. So, we're good with that,” Bray said.
The commission voted to approve the construction plan. The roll call recorded the following votes as "yes": Ken Dimitrio; Greg Easton; James Reed; Don Conway; David Hunt; Paul Kaiser; Jim Lamb; John Conroy; Alderman Young. No no votes, abstentions or recusals were recorded in the meeting transcript for this item.
Context: The applicant previously returned to the commission in October 2024 seeking the rezoning of the property from RS‑18 to RS‑12; the current approval covers construction‑level infrastructure for the development.
What this means next: approval allows the applicant to proceed with infrastructure construction drawings and permitting steps subject to the staff conditions noted in the staff report and the applicant's agreement on the greenbelt condition.
