Board members and staff said the ramp and many affected locations are in the City of Blue Grass or are state right-of-way, and the county does not have a county-wide engine‑braking ordinance. One board member said engine braking is a safety device and enforcement would be difficult and unlikely to be a county priority. The board agreed signage could be confusing if placed by the Iowa Department of Transportation or the city and suggested jurisdictional coordination if residents want action.
County staff said they would look into the matter and suggested the issue may stem from truck traffic tied to nearby development or industrial traffic routes rather than a county regulatory gap.
