Board approves revision to county five-year road program after Mosquito Creek Bridge estimate rises

The Muscatine County Board of Supervisors approved a revision to the Muscatine County Department of Transportation (DOT) fiscal year 2026 county five-year program to reflect a higher engineer’s estimate for the Mosquito Creek Bridge on F70 during the Aug. 4 meeting.
County Engineer Paul Panchoski explained the revision was triggered when the engineer’s estimate for the smaller of two bridges over the Cedar River bottom exceeded the estimate previously shown in the five-year program by more than 15 percent. He said the project is at the check plan stage, when the most up-to-date engineer estimate is submitted and that the county’s bridge account can financially handle the change.
Panchoski noted the revision primarily affects DOT’s cash-on-hand calculations because the DOT holds the account, and the update clarifies how much cash the DOT must have available. The board voted to approve the revision; no public hearing was required for this particular amendment, the engineer said, though he noted some amendments can trigger hearings depending on the nature of the change.
No additional substantive debate was recorded; board members complimented staff’s estimating work and moved to approve the revision.
