Commissioners review alternative clinic and authorize health-data releases for benefits administration

Delaware County commissioners discussed alternatives to the current IU Health master agreement for employee care and approved authorizations that allow the county’s benefits administrator to access employee health-plan information. The board also said it is reviewing a proposal for a Marathon Clinic that county officials expect could reduce employer costs.
The county discussed the IU Health master agreement as a standing item. Pam (commissioner) and others said they attended a meeting about a new Marathon Clinic; the city has already signed a contract with Marathon, commissioners said. The board asked for additional review to ensure any clinic change would not degrade quality of service and discussed arranging site visits.
Separately, commissioners approved documents that designate Marsh McLennan (and its broker McGriff) as agent to receive plan information from vendors including TrueRx and VSP (vision service provider). County staff said the authorizations are required under HIPAA for plan administration; the board voted to approve signatures via DocuSign for the releases.
Why it matters: switching vendors or clinic partners can affect both cost and access for county employees; authorizing the broker to receive protected health information is a routine step for benefits administration but requires formal action and HIPAA-compliant releases.
Actions taken: the board voted to approve the release/authorization letters for TrueRx and VSP to Marsh McLennan/McGriff and to allow staff to sign via DocuSign. The IU Health master agreement item was removed from the table for discussion but no new contract with IU Health was executed; commissioners directed staff to respond to outstanding questions from IU Health about a fee-for-service model and to provide further analysis of Marathon’s proposal.
Remaining issues: commissioners requested additional information from Marathon and said several of them want to tour the Marathon Clinic before making a final decision. Staff were asked to respond to a July 24 request for clarification about the county’s desired fee-for-service model and to share any responses with the board.
Ending note: the county approved the data-release authorizations at the Aug. 4 meeting and will continue evaluating clinic options and the IU Health master agreement.
