Council approves road microsurfacing contract increase to cover park repairs and snack-bar seal

The Escalon City Council on Aug. 4 approved an increase to a planned street microsurfacing and crack-seal contract to add improvements at recreational sites including Logan Park and the snack-bar area at Hogan Park. Public works staff told the council the contract increase would let the city add a parking-lot sealing and other localized improvements while the contractor is mobilized.

Staff said the microsurfacing project is scheduled to begin in September and will run about four weeks. Public works described the schedule challenge: the lowest bidder’s availability required a September start, and staff wanted to take advantage of on-site mobilization to add park work rather than rely on contingency funds. Staff emphasized the funding source is transportation dollars from state and federal programs, not the city’s general fund.

Council members asked for clarifications about the map of streets included in the contract and why some nearby streets such as Zinfandel were excluded. Public works staff said Zinfandel was not included because a water-line replacement project is planned within the next few years and it would be wasteful to seal a roadway that will soon be dug up to replace the water line.

Council Member (unnamed in the record) pulled the item for questions; after clarifications the council moved and seconded approval of the consent-calendar item and approved it by voice vote. Public works will coordinate traffic control plans with contractors and continue to schedule work to avoid school hours and high-traffic windows.

The city will present more detailed maps and will coordinate with contractors to limit impacts during the school year and harvest weather constraints. Staff said they will return with standard progress updates as the project proceeds.
