An ordinance authorizing a franchise agreement with Knowledgy of Alabama Incorporated to construct, operate and maintain a cable system within the city was approved by the Dothan City Commission on July 15 (Ordinance No. 2025‑179).
The mayor called for immediate consideration and the item passed on a voice vote. A commissioner who reviewed the agreement told the public the city attorney and city manager had negotiated additions to protect neighborhoods. The commissioner said the contract language provides for public notification (door hangers and temporary signage) at the start of neighborhood work and establishes a requirement that any damage caused by franchise operations "has to be reconstructed or properly fixed in 30 days." The commissioner thanked City Attorney Kevin Kelly and City Manager Randy Morris for negotiating the terms.
The commission gave the ordinance immediate consideration and then approved it; the transcript records the motion, second and the passed voice vote but does not include a roll‑call tally.
The franchise grants Knowledgy operational authority within the city’s right‑of‑way subject to the agreement’s terms and the added public‑notice and repair provisions. The commission did not record additional conditions or a separate oversight vote during the meeting; staff will administer compliance under the agreement.
