Greenwood OKs short-term road closures for subdivision rebuilds and a Duke Energy pole replacement

The Greenwood Board of Public Works and Safety on Aug. 4 approved temporary full road closures for two subdivision reconstruction projects and authorized reuse of a prior closure for a Duke Energy pole replacement, subject to conditions from city engineering.
Board members approved an 11-day closure request for Ridgetop Section 1 on Combs Road to perform pulverization, lime stabilization and stone placement. Kelsey Canary, the project representative for E and B Paving, told the board, “I am requesting roughly 11 days of a closure from August 11 to August 25 for Ridgetop on Combs Road.” Paul, a board member, said engineering supports a closure and asked that the board add enforceable conditions; the motion that passed requires final approval of the detour plan by the city engineering department and imposes a $1,000 daily fine if the closure exceeds the approved dates.
The board approved a separate closure for work tied to the Sagebriar project with essentially the same conditions and the same $1,000-per-day overrun fee; the applicant requested the closure from Sept. 3 to Sept. 17.
Separately, Ed Sturgaard of Duke Energy asked to reuse a previously approved closure to replace a remaining utility pole along North Street. Sturgaard requested one day — Aug. 16 — saying the work would be completed under the earlier closure footprint: “we’re requesting to reopen that road or reuse that existing road closure for the date of 08/16, which is a Saturday, to replace that pole.” The board granted the one-day reuse request.
The board consistently conditioned approvals on final engineering sign-off, coordination with emergency services and schools, and clear advance notice to affected residents. The fines for overruns and requirement for an approved detour plan apply to the subdivision reconstruction closures; staff indicated prior similar closures had carried comparable penalties.
The engineering department will review and sign the final detour plans before closures begin; enforcement of the daily fee for any overrun will be handled by the city.
