Council hears introductions on Foothills Festival parking and pothole-patching exchange

Attorney Russ Robinson introduced two related items about the Foothills Festival — a proposed exchange with a property owner to use a private parking lot in return for pothole patching, and an ordinance introduction to designate the lot immediately south of city hall as handicap parking for the festival weekend. Robinson said he would "propose that they agree to let us use it for 2 festivals in exchange for the the pothole patching" and that the designation of the lot south of city hall as handicap parking "will make that accessibility available for folks that want to attend the festival for that entire weekend." The items were introduced as informational items and no formal action or vote was taken at the meeting; Robinson said he would return with the required approvals in two weeks. Because these items were introductions, council members did not act and no ordinance was adopted. Staff indicated further approvals and the property owner's assent will be required before any agreement or ordinance is finalized.
